Combating the Land-Based Pollution in the Coastal Sea of the Municipality of Hvar

The town of Hvar has been a well-known tourist destination for several decades. However, at the moment the whole area is at the development crossroad, facing the saturation of the space, acquatory and natural resources in general. Nevertheless, tourism is still envisaged as a main development force in the future. Within such a context, a tourist eco-charge is elaborated as a means of rational endeavour aiming at simultaneous economic development and environmental protection in the area. It is based on the "Polluter-pays" principle, and is addressed exclusively to tourists. The Pilot Project identified three tourist target groups (first, accommodated in the hotels, private accommodation and camps; second, accommodated in privately owned facilities not registered for tourist purposes; third, nautical tourists anchored in the port of Hvar and along the Pakleni islands) as well as various scenarios regarding the level of the charge. Moreover, the enactment procedure, collection mechanisms and monitoring and control system have been elaborated. Criteria for the evaluation of the enforcement effectiveness and project success have been identified. Finally, the programme of the usage of the collected revenues has been outlined.
